1) Removing CVs is the only possible way (or another rework which will not happen), the core issues of spotting and forcing AA blobs will never go away even if you do modifications of plane alpha damage/fighter spotting/whatever else
2) Introduce a domination-style cap layout where there are 3 neutral caps in the same distance from both teams (just like in random battles, no more home/contested caps)
3) Make CW season 6vs6 (probably unpopular), other option- make team lineups not show up (so that teams have to scout enemy ships first in order to know what they are facing).
