    Balance and uniformity

    I am not sure about that. Personally I do not know anything about balancing but secondary armement is the "ability" of some ships. Therefore they are using this to make some lines to stand out especially German BB line. So standardization of range would make German line more alike to other lines. I believe that is the reason why they "can't" do that.
