my first guess would be you don't have the yokosuka port as your background, ARP ships only appear in the yokosuka port

Did second mission, but since I already have a Hiei ship it didn't give me a second one so now I have no reward for second part, and guess what, didn't know about that glitch so I didn't get a extra slot.... so other than advising me to use a time machine. any advice I can actually still act on? situation is still. useless Hiei captain, who takes up slot and can't be fired. No reward for part 2 since the ships wasn't awarded a second time (would be useless anyway but atleast free up the reserve slot)

now for my question, I just completed mission 2 recieved Hiei..... but I already had it. so is WG telling me I've just for ever lost a reserve slot to a Hiei captain clone that cannot be dismissed and did part 2 for nothing? The only one I miss is Kongo so why not make it that one then..
