I'd like to see harbours with some more action and where th ship is actually doing something. Maybe stuff like
storm - rainy weather and big waves, you see ship and transporter heroicly fighting their way against waves and water spraying off their bow
battle - maybe like ocean, but you see the ship is moving (waves, spraying water,...) and maybe turrets turned to side and shooting in the distance sometimes
drydock - the ship is actually damaged (destroyed barrels/guns, broken armour plates, ripped flag,...) and is repaired and restocked (workers welding the hull, supplies and ammunition stored onboard,...)
That all would be a lot of work, as every ship is different, but I think having a new style for harbous would definitively be worth it.
