Why would Smolensk and Colbert get 20% more range by default? Do they need it? On the other hand Atlanta does need it.

But not of them is affected by removing AFT or BFT, isn't it? In that regard they will stay the same as now. That is game design issues and has nothing with captain skill rework.

You should wait till it was released or at least first official review of the shep as it is still WiP and nobody know how it actually plays as Vermont is still under NDA. So there is still two whole patches before it is finalized and released. Nobody can answer your question now, just give you their guess based on ship current stats which could but also could not be final.

Of course it is, it should never be able to get gun range to 19km in first place. It is still big nerf as AFT is buffing the range more then Range Upgrade, and 16km will mean it would need to be closer to enemy and if it smoke somewhere it would have less targets in his range than before. And it would be easier for targets to run out of range. 19km was just plain stupid, 16km is probably still to much but it is more manageable. And if someone is skiled in using island cover to shoot enemy than good for him, this is nothing particularly connected with Smol but with every ship that can do that. And it is expected for those CLs to use cover due their armour. But unfortunately it is Atlanta/Flint that will be fu with these changes. I hope that WG will at least buff their range by those 20% they will lose with removal of AFT. 11.12km range is just pathetic for a squishy cruiser.

Considering that, Smolensk is already in the same situation and this changes would mean nothing for it. On the other hand, no AFT and BFT are quite significant nerfs for it.

What? What does this have with captain skills? Well there is no AFT or BFT anymore for cruisers. Smolensk could take Lv3 skill that increase HE damage by 10%, so it could partially get back HE DPM which it has with BFT (422k compared with current BFT 432k HE DPM), but its AP DPM will be "nerfed" compared to what it could have now. So I would say that Smolensk is nerfed with this skill rework.

Cruisers do not lose access to Concealment Expert, it is still 4 pt skill for them.

I know that, I never said that they are the same It is actually from 14.2km to 14.9km (another of my mistakes) but it is irrelevant as I misread Demoman as it is 10% more damage to SAP not AP. So my calculation as based on wrong assumption. Of course Demoman as such is useless for SG. -

Yes, even tho It is only for DDs, we all know how Slava was deadly against DDs at 20km, that was its major selling point. I for example just ignore all those broadside BBs and cruisers and trying to snipe DD from 20km all day long. Slava nerfed to the ground confirmed. WG please buff Slava.

Not see how is this nerf to Petro or Moskva, IMO they could get even more buffs than now. SG should learn to live without tank build but there are some other things that would benefit SG nicely like that 7% more AP damage skill. Even demoman could be good as SG concealment is already bad. So while SG survivability would be nerfed, its damage dealing potential could be buffed. And as SG is still best performing T10 cruiser I think it could do with a nerf to survivability. Smolensk will get some buffs as it could take demoman without any drawbacks. Less range is big nerf, but IMO a good one as Smolensk should not be able to have over 19km range in first place. -
The way they did in 0.6.0 is that, while max Captain point increase from 18 to 19, total XP required increased from 1.5mil to 1.7mil as XP amount required for points got redistributed. They didn't just add another point for more XP than previous one. Also all 18 point captain automatically become 19 point captains. What WG could do is actually increase amount of XP for 21 point captain to, let's say, 2mil while redistributing amount required for point down the line and automatically upgrade all 19 pts captain to 21 pts captains. What I want to say is there are more options, especially considering only previous total Captain skills rework, WG might or might not simple increase XP requirement for captains without giving any compensations. So without any more info it is pointless to worry now about what could or could not happen. Let's just wait for more info before starting to craft theories.

Yes, seems like that is correct Can't be 100% sure as this is all the info we have so far but it is suggesting that your captain can be spec for four ships of different class with 21 points for everyone of them.

How it is getting nerferd by 60%? It is nerfed from 60% better dispersion to 35% better dispersion. That is not nerfed by 60%. And while it is a nerf for T7 to T10 BB, it is still a buff for T2 to T6 BBs. -

Maybe it is a good thing that you can't use survivability build on SCs, they do get some nice other skills tho, like that 7% more AP damage which would benefit them the most. And it would make them somewhat more balanced compered to other CAs. If WG goes with skills like these then the should buff Atlanta and Flint gun range by 20%. That would be way better solution than to force you to use skill points for it. -
Thing is by the time you get any meaningful buff to AA you will probably loose a lot of your AA mounts due damage you received to get AR in first place. So AA buff from this skill would probably somewhat compensate your overall loss of AA capability.

You can only get 8 from KoTS, so for the last one you will need to wait till the KoTS after this one, so basically a first KoTS on 2021 to finish collection.

When you say big DD, what are you thinking about, displacement or size? Mogador class had almost 3k tons standard displacement while full was 4k tons and length of the ship was 137.5m. For example Zerstörer 1938A/Ac should have 4.9k tons full displacement and 144.5m long. So it is already bigger then Mogador. With 2x5 torpedo broadside, unlike Mogador 1x2 and 1x3 per side it could be a better torpedo boat and, while having 2 less guns, with standard German 1/4 pen it would be able to pen 38mm without IFHE. So there is a good base to have a good "large" DD. Spähkreuzer 38 full displacement 5.7k tons with 152m lenght, so it is already "bigger" then Kleber. It had same armament as Zerstörer 1938A/Ac, somewhat better AA but who cares, but if you give it somewhat better torps or gun reload you already have improvement from T9 to T10. Spähkreuzer 40 is significantly bigger, with 7.5k tons full displacement and 162m and with exception of barely better AA, just two more 88mm, it doesn't bring any more armament then Spähkreuzer 38. But it is almost double of size, in tons, of any other T10 DD or significantly more then what T9 should be, even if you put Spähkreuzer 38 there. So why use Spähkreuzer 40 instead of Spähkreuzer 38 if latter seems more "natural" improvement.

I like this line much more than the one OP posted. It is way more natural and diverse, and there is little repetition. Both Gaeda and Z-23, in 150mm variant, could be moved from current line to subbranch or maybe just split line at Gaeda so that 128mm guns continue to Maas and find appropriate T7 DD. S-113 could be used as T5 premium for a line, with original only 2x2 torps but they could have fast reload and longer range. IMO Spähkreuzer 40 is just to big for a DD, with projected 7.500 tons displacement. Also having spotter plane only on T10 would be deviation from the rest of line. But it could be used as T10 premium, or either as a T6 light cruiser premium.

Well there were plans for both variants of all forward guns turret layout, all three looking forward and with front two looking forward and third one toward bridge. You can find more here Also don't forget that some IJN cruisers are using same forward gun turret layout as Izumo is in the game.
