Maybe but probably not. There is still significant differences between them, in first place torpedo armament. Elbin has much stronger torpedo potential with two quintuple central torpedo banks compared to two triple wing torpedo launchers of Dido class. And while being smaller then Elbing, Dido class has more armour which means its displacement is bigger than the one of the Elbing. Dido is more similar to Atlanta than to Elbing and it would probably be added as a CL, not a DD. On the other hand we could see Tromp class added as a T9 or T10 destroyer.

With full stealth, it can get concealment of 6.67km.

No we don't, there is already plenty of DD hunters in the game. These are just initial stats, they will probably change. Lot of things depends on how good some other things that are not mentioned would be, like AP pen values or armour scheme. And while some things look underwhelming there are some things that looks interesting. For example its dispersion of 58m on 12.3km range. This is better than Yubari one with the ASM0. If I'm not wrong that is the best dispersion in the game Add to this a good velocity of 960m/s and improved pen angles, these guns could be really nasty if you catch someone of guard. While DPM is quite poor, full broadside AP alpha is 24.6k, so with just two salvos it could technically kill a cruiser like Mino or Zao. So IMO there is a potential, question is where will WG go from here as there are some serious issues. IMO they don't need a heal or smoke or better concealment, but things like much better AA and a speed boost, maybe similar to the one that Smaland or Yolo Emilio has would be nice.

It is 5% if captain is not 21pts. After you get 21pts captain, 100% of captain XP will become EXP. So it will be same as now when you get 21pts captain but now you will get additional 5% from captains that are not maxed.

Well CVs don't like DDs with smoke so DDs should not have smoke. It is not nice from DDs to denied fun for CV. Not nice at all.

With Captain rework, cruisers would not be able to buff secondaries is any meaningful way. Both Agir and Friesland are decent but there are better ships around. Only one of the Japanese cruisers is for FXP, T9 Azuma and she doesn't have torps. Yoshino, with torps, is for coal. You can reset a line for a x2 bonus, research it again with FXP, wait about month and half for the next x2 bonus, reset line again and use the rest of FXP and some grinding, as 1 mil FXP is not enough for two research, to get 40k RP. T9 Paolo Emilio is 43k RP, but every month you can get 1.2k RP just by doing daily missions. So with collecting x2 bonus and with some RP from the side you can get a Paolo Emilio. There is no new ships announced for FXP. T9 Marco Polo, Italian BB, and T10 Vampire Episode II are candidates but no news for now.

If it is to specialized than it would not be acceptable to WG as it would be very difficult if not even impossible to be played by average players. And stealthy planes are never good idea. Which could work on T6 but on T8-T10? How long do you think Swordfish would last against T8-T10 AA? How much more time would be take to get somewhere on much larger T10 maps? Helicopter alpha would need to hell of high to compensate for luck of speed. Just look how FDR is balanced and its planes would be still faster than helicopters. Helicopter vs submarines could work, against surface ships much less so. They could not just play the same as the current planes and as AA is based on fighting current planes it would make much more issues which would need to be balanced. And considering how unbalanced is current system, I don't believe that WG would do it properly with helicopters. It might sound nice but to me it is just another thing that we don't need in this game. -

Maybe. Big problem with helicopters is lack of speed, which could lead to some really bad balance decisions to make them playable like Huge HP pool to be able to survive in AA aura enough to use its weapon. Which means they would be almost unkillable if ship don't have really good AA Very stealthy so that they would be avoid part of AA aura by getting almost over the ship before being spotted. Which means they would be able to perma spot a ship from inside its AA bubble without being detected and even if detected making significant part of its AA completely useless Long range weapons so that then need to spend less time in AA bubble which again is making a significant part of ship AA completely useless None of these sound fun to fight against to me. I don't care if using helicopters would be fun if that means even more frustration for surface ships. Shoot? How uncivilized, why do you think we have pikes and pitchforks. And lot of firewood of course. -
Soviets had quite a number of studies/designs for CVs that originate before ww2. But yes, none of them resulted in building a real ship.

Idea of including Helicopter Carriers would not prevent inclusion of Soviet CVs. As there are enough projects for whole line and some premiums I don't see why would WG throw them out of the game just because they are all just projects or, if you prefer more, a paper ships. On the other side Helicopter Carriers are more modern type of vessel, and as such were equipped with more modern weapons, especially various types of missiles. And while Moskva could maybe (hope not) be included as T10 premium, Kiev class is just to modern. And why do you think that even here we would not get a lot of paper ships as there are quite a number of preliminary designs to Moskva like: ... or this quite weird one ... If WG include Moskva, you can expect that any one of those, or even more, be included in the game soon after. So you can get even more paper ships than you tried to avoid. So if you ask me I am against it. -

Actually not. Three of Gangut sisters were also active during the ww2. Two of them were blocked in Leningrad, and both were sunk in shallow water but were able to use their guns against Germans until the siege was lifted. Third one did some shore bombardments, but after German planes sunk several Soviet ships, it was kept safe and sound in the port out of the range of planes.

In both World Wars! Wow! Even in first one? Are you sure about that? Because I'm pretty sure that Russian Navy had more battleships than Italians in that war. But hey, joking about the Russian Navy is always fun, even when it is not true, right?

Compensation for Agir - 1 (one) credit

None of the duplicate ships you get from SC, or any other way, reflects its 'research' cost. And the 'purchase' cost is reflected in only two currencies: credits and doubloons. For example, if you get a regular ships from some mission, like you can get a regular T5 ship from campaign, you are not getting HP required for researching that ship if you already have it, but its value in credits. Just like, if you get Flint or Neustra from SC, you won't get compensation in steel or coal if you already bought it from Armoury. So expecting to get a FXP compensation for ships like Agir, for me is unrealistic. However, WG could do this more tactfully and provide adequate compensation in doubloons or credits for those ships. If someone had bought a ship from a shop, like you can do with Alaska, he should be compensated in more appropriate manner than just 1 credit if he get a ship from SC. -
There is no chance that De Zeven Provinciën class cruiser would be a T10. It is quite questionable at T8. Just like the German CV line was full of all those historic ships, right? Soviets did have quite a number of CV designs, both full and conversions, to fill a whole line and a couple of premiums. So Soviet CVs, despite all jokes, will arrive eventually, no matter did they have one IRL or not.

Both of these are very heavily dependent on the skill level of the player. Neustra is more forgiving of the two due heal but still it is not for everyone. Black was OP when released, now not nearly as much. Smoke and radar combo are great, if not broken, but its torps are just bad now as they are really slow, and with now all "improvements" from upgrades and captain skills based in percentage, you can't buff them much. It was primary a DD hunter but as we now have a lot of them, and above all after CV rework, its significance is not as great as before and its potential to fight other ships is much worse than many other T9 DDs. So I wouldn't count those two as the best choices for coal, especially as Thunderer and Georgia are still available.

What do you mean for less rewards? You can get more steel/coal/doubloons in the Silver league than in the Bronze and more steel in Gold league than in Silver. So you can get more rewards as you progress.

Just like subs, missiles could come one day in the WoWs as seems like for WG "never" means same as "not now but if we need more money". Kildin class main weapon were anti-ship missiles and it could never be used as classic gunboat or torpedoboat as it does not have neither of them in sufficient amount or form, only 57mm AA mouns and 2x2 torps. But it is basically a Kotlin class with missiles so WG is not losing much with not including it for now as they have Kotlin class available instead, but if they start to add more modern ships, as they suggested that they might do with time, Kildin class could reappear. -

That second line was intended to finish with the missile DD, Kildin class. Smely (present in the game as Siliwangi) and Kotlin classes were also supposed to be there. I doubt that WG will release tech tree Neustra as: it was one kind off DD there is a very similar Kotlin class which could be used instead -
Yes, overall now you can get a less steel per season than before, but on the other side, new ranked should now be available almost all year unlike previous system when we had couple of seasons during one year with long pauses. So I guess, overall you could get similar amount of steel from ranked during one year.
