Maybe not for now but in the future I would not be surprised to see some premium ships there, like those low tiers for a start like Konig Albert or Vampire for example. I mean we are talking about WG here, just remember all they "nevers" and how that ended.

Why not just leave the names of the ships that actually existed and fought during the ww2? Why not just use some other names instead? Maybe they just wanted to call it a "Big Boy", who knows. What we do know is that actually there were real ships with those names so why just leave it as they are and choose a different name.

Woulda, coulda, shoulda ... what does it matter? Tromp class cruisers, or flotilla leaders, served for the Dutch Navy trough the whole ww2. And you would take their names just because you don't like the name of the ship that is at T10?

For now ... yes. Planes are armament, just like guns and torps, not a consumable. And just like torps they have a cooldown but you can use them through whole game.

Did you forgot about this HNLMS Tromp ... ... and HNLMS Jacob van Heemskerck Both were cruisers of the Tromp class but I guess that, at least Tromp will be added as, either regular or premium, DD. Heemskerck could be added as T5-T6 CL maybe.

T1-T4. T5 is a real ship but it never received modification which we will get in the game. T7 is laid down but invasion of Netherlands prevented its completion in the original design. But it was finished after the war in the form of the D7P which we will get as T8 premium. All the others are paper ships.

No thanks. Stealth hydro? No thanks. Buff to DPM, as obviously it is lacking, for sure. Even buffing survivability by better armour or maneuverability or even one or two heal charges could do. But no to buffing concealment.

So it is a ship completely made up by WG! Why? Why would we need this? Why would we want this over some actual proposal like CA-2F? Who ever said that it would like for WG to create a fantasy ship for T8 based on Alaska? I'm sorry @YabbaCoe, this has nothing with criticizing you but to me this is just lazy fast cash on using already existing hull which is, conveniently, just removed from the game to create a premium nobody ever asked for. If it is CA-2F, or any other Alska preliminary design than I could even understand but this is just obvious cash grab.

That Z-52 average damage is just sad. WG could at least buff gun reload somewhat if they don't want to improve AP performance at least. I doubt that something like 3.5sec reload would make that ships too strong considering all the new ships we got recently or we get soon.

Her displacement is smaller than the one of the Cleveland class, so your estimate of HP sounds to high. I think it would be more comparable with the Tiger'59 HP, so around 32-34k. I wouldn't be surprised if WG gives it a heal if she ends as T8 ship.

How can you be sure, you know that WG is testing subs so maybe they are just secretly testing them in the Ranked? On the serious note, I personally haven't notice such bug but of course that doesn't mean there isn't one. After all we are talking about WG here.

So what is it then? Which spot will this ship take? What is the class mark beside it? Gun caliber is not everything. You can balance ship with larger guns and ship with smaller guns on various ways. Unfortunately, for now, Congress is not balanced at all to the tier to which it belongs. You should not do that, as IT IS A T8. This ship should not exist at T8 at all. WG could use one of the other preliminaries instead, like the one with 6 305mm guns but on enlarger Baltimore hull, which would be way easier to balance. But instead, they took a ship that could easily be placed at T9 and decided to put it at T8 instead. I expect a lot of nerfs as this ships is just insane as iti is now. Or we will get a new OP ship which would be eventually ended removed "because of popularity" or be significantly changed to everyone delight by the new policy for premium ships (after WG collect a lot of money for it first, of course).

Yes, but the way you wrote it in the first post it sounded like Alaska has 17sec, actually 17.4sec, without upgrade. BECAUSE IT IS A T8! So what? It will take a spot of T8 cruiser. So you compare it with T8 cruisers. If there is Ranked or CBs at T8 guess which slot it will take and which ships it will fought. You can't compare it with higher tier ships and balance it by them. So just a assumption. But you still used it as argument. You should compare it to T8 cruisers AA instead. I know it is a WiP and that is why I'm not flaming around. But I'm also not trying to downgrade its initial stats as those, to be honest, looks ridicules for its tier.

Nope, it has same reload as Alaska, which is 20sec. Difference is that Alaska can mount reload upgrade. Considering whole the package, losing just two guns for one tier difference is not that bad trade, especially if it still have same guns as Alaska How do you know. Sorry but are you trying to make it look balanced by assuming the worst case scenario without any base for it? It could also have same armour as Alaska as far as we know. Worst compared to what? Did you even look into its AA? Or you are just assuming because its AA is weaker than Alaska ones disregarding everything else. Of course it is inferior, it is T8 it would be ridicules if it is not. Unfortunately it should not comparable with T9 ships but with T8 ships and in that case it looks ridiculously strong. And it doesn't matter will it fight T10 or not as it should be balanced by its own tier. Also it would often fought T6 so .... Yes, WG will make a special rule for one ship. Not very likely. And trust me, T7 don't like fighting Alaska at all, so why do you think that T6 will like to fight its T8 clone? And as it is already pointed to you that is not how balancing should work.

There were actually a several post war proposals with different gun armament and gun arrangement. Very good video about class overview The one with 5x2 5.25 inch guns, same as Dido class. Germans planed to finish a ship with 4x2 150mm guns, not 4x3 if I'm not wrong.

Boise and NdJ are exactly the same ship. Only difference is flag and camo. WG didn’t even bother to put back catapults on Boise, even tho she had than while she was under US Navy. The only difference there is between Helena and Boise but that is difference between regular and premium ship, not two premiums. So that would not be the same as you are proposing for ZP now for two different premium versions of the same ship.

Nope, that is not one, even tho that is also a preliminary design for Alaska, but much smaller. It is actually this one that was used as a base But of course it was much easier for WG to use already existing model of Alaska for it and switch X and B turret.

Generally, I don't mind seeing "paper" ships in the game. And under paper I mean ships that were designed but never built not some WG fantasies. What I don't like is lazy premiums like new Congress. It was based on one of the preliminaries for Alaska class, but only thing that it has in common with it is that it has 7 305mm guns. It should be somewhat smaller than Alaska, with less displacement, two funnels, 4 guns front in two twin turrets and one triple aft. Catapults should be on the stern. What WG did is just took Alaska, replaced A and X turrets with twins, all quadruple Bofors guns with twins and surprise, there is a new premium. Also in time we could get Peruvian version too. If WG decide to create a Pan American cruiser line, it could be used for that purpose or as a premium ship with some connection with line characteristics. I don't see why would we need to get it now as there is already a lot of premiums in the development phase. Or maybe I just don't care about WG premiums anymore, if some ship that I would like to see get announced ... well that is great. If not than I wouldn't lose my sleep over it, there is already plenty of ships to play with.

I wouldn't hope too much. Boise/NdJ was specific case. They were not intended as such. It is dark history of the NdJ that caused so much negative reaction, especially on NA, so that WG in the end decided to add Boise too. And they are basically a two premiums. If there is no backlash for choosing NdJ, I doubt WG would add Boise at all, at least not at that time.

All T8 ships were available either for doubloons or money so expect the same for this one. Nope, ships is just announced. Also it is a premium, when we were able to test premiums on PTS? There are some specific cases in the past but I doubt you will not be able to test it on PTS. So don't count on it.

WG would not alter ships just for one, probably just a temporal, mode. IMO WG should try with asymmetric approach, where Axis will get smaller team of T7 & T8 ships while Allies would have more ships but only T6 & T7, maybe one or two T8 max. One of the main issues could be CVs (T8 vs T6) but WG could allow two T6 CVs for Allies. Allies would still have radars but in much lesser numbers and more limited in range.

Ships that were designed when the devs thought deadeye will be a permanent skill should get base accuracy buff after deadeye is gone

You do understand that captain skills were never tested on the live server before they were released, right? So all the data for Hizen collected with testing on the live server is with old captain skills. Hizen was released in December which means that final version of the ship is decided long before captain skills even reached PTS. So saying that Hizen is balanced taking deadeye into account is false. If Hizen needs a buff then WG should buff it, but that doesn't have anything with what will happen with Deadeye in the future.
