Not explicitly however rule 4.08 combined with 1.04 basically amounts to "WG can do whatever the they want". Also, using streams to gather tactical information, obviously abuse of something, using streams to make sure that you're in games with particular players, not so clear cut. I'm not for one moment suggesting that rules should be broken, but can using in game vehicles as they are intended to be used be considered a breach of the rules, and if it can is the problem the rules or the vehicle?

Neither can you look at simple damage figures (or god help you WR%) and think that tells you anything meaningful about the game. Have WG shared this with us or indeed anybody? I don't think so.

My suggestion would be to form a gang of unicum CV players and try to stream snipe the community contributors whilst telling them that this is "mostly fine" and that "the spreadsheet says they are having fun". I see that flamu is streaming at the moment, I'm sure he'd appreciate a visit from @El2aZeR & Co.

And herein lies one of the biggest problems with the CV rework, games are either one sided landslides that end in under 10 minutes (not fun) or CV farming sessions (not fun), with competent CV present the number of games you can actually influence is vastly reduced. Which is why any disucussion about damage output or WR% is pretty much meaningless, the negatives that CV bring to the game are more the indirect effects on gameplay and "fun" than the direct damage effects ships suffer.

Possibly a player profile effect, players who've got to T8-10 already are probably a lot better than the average T8-10 cruiser players hence class leading WR% and damage, it'll take time before a reliable judgement can be made from the stats. My opinion, as others have said, too situational and too good at doing one thing only and weak at everything else, not what the game needs. -
Really? So you'd be cool with all DD having their AA upgraded to Type 45 or Arleigh Burke power levels, all of your planes downed the moment they get off the deck and salvos of Harpoon missiles coming back from them sending your CV to the bottom of the sea 5 minutes into the game. Because if all DD can do that then the class is not OP, right?

Wrong. Let's imagine a completely different game, let's call it world of cats and mice where the game is: each team gets one cat and 11 mice; the cats tear the opposing team's mice into shreds then once that's done they fight each other for the win; the cats are evenly matched against each other so each cat will have a close to 50% WR; the mice are utterly powerless so they too have a 50% WR. What you are saying is that the above is perfectly fair for everyone because everybody has the same chance of winning. What we're saying is that the WR% tells you nothing about the relative power between cats and mice.

Stop evading the issue. You know perfectly well that the answer is 50% for one game and every game and thus WR% is utterly irrelevant when discussing the power of any class as a whole.

I've highlighted the key word for you. Sure you can still have some good games in DD, but if you have to wade through game after game of abject misery until you find the one game where the stars align then is it really worth it? Or, to put it another way, some people survive smallpox unscathed, are you in favour of the reintroduction of that disease?

It's almost as if there's something gamebreakingly wrong with a class that can on everything and offers nothing back in return.

Yeah, lets ignore the fact that over 50% of those games were in x3 (presumably voice linked) divisions and exactly 0% of the DD games were played solo (and only 15% even in x2 divisions). Edit: @Sunleader he's using his @WingedHussar_Adler account for these stats.

16 for him, about 60 for the other, that's in all reworked CV. And here's why CV are "mostly fine"; the average players ground them out under RTS or boosted their way through low tiers without learning the basics and are now captaining the most powerful unit in the game but with T4 skill levels, which is why the difference between them and skilled players is so absurd. It's like the players who play a handful of games in co-op at T2 then buy a T8 premium BB, of course they'll be bad. The big question is what happens if they learn?

DPM is indeed the biggest issue, but I don't quite see how keeping the SAP DPM constant whilst buffing regular AP DPM helps. The basic concept is wrong, trying to move damage output away from the most numerous, longest lived ships towards the least numerous shortest lived ships is going to give you something that most players are going to find unfun to play most of the time. Maybe to make up for the lost fire chance give SAP special 1/6 overmatch rule so that it can penetrate bow on targets? -
Best thing I can suggest is for you to open a training room and work on flak evasion, once you can do that properly plane losses can be minimised.

None, the game design is faulty, the class is inherently unbalancable.
