In my opinion, putting Viribus Unitis only at tier IV is a huge mistake. The Austro-Hungarian navy was a major player in ww1, and it deserves to have its own tech tree in the game. Since the Tegetthof class (Viribus Unitis) was the best they ever built, putting it in tier IV would limit adding new ships. Viribus Unitis could (again, in my opinion) compete with tier V and even tier VI ships. So why not put it in tier V as a premium, and in the future add a branch of Austro-Hungarian battleships and cruisers that would extend to tier VI, for example? There were many plans for the enhanced class of Tegetthof battleships, who could, maybe, be put at tier VI, and I don't see why it should be such a great problem if a branch would extend only to tier VI instead of X.
