That's my point. You dont need any RNG. Just get Cossack. I see it like this: bonus containers are for those that spend money on this game. You know - as an extra. On top of that WG made it possible to acquire RN DDs earlier if you get lucky - same way as it worked with French BBs or US CLs. You can also raise your chances by getting RN Containers in Arsenal. And entire Hall of Fame thing? It is just grind for bonus containers for those with too much time on their hands.

Not sure where the problem lies. There is a DD you can get in Shop. Consider bonus containers, added value to the purchased Premium. And as far as the rest goes, WG is giving you premium ship of your choice - Cossack or Warspite with bunch of other goodies - like premium Camos. Yet you still complain... Nope.
