Wargaming are perfectly entitled to nerf premium ships for the good of the game IMHO. This includes Giulio Cesare , which I have (in the interests of full disclosure) It's HOW they do it that causes concern. Uptiering a premium ship is a very serious step to take IMHO.

There are ALWAYS circumstance where altering your course and going back to your starting point is the sensible thing to do.

Recently several premium ships were released for sale which had important changes made to them since they were reviewed - Prinz Eitel Friedrich, Wichita and Exeter (Smoke & Reload) I'm not arguing about the changes. In fact I salute Wargaming for responding to feedback about the strengths of these ships and trying to make them more balanced. The issue I have is that the only thing that prospective buyers have are old reviews. This has two drawbacks for the potential buyer. 1) Those buyers who know that the reviews are old ones are effectively buying "Blind" 2) Those buyers who DO NOT KNOW that the reviews are old ones are effectively buying using misleading information. (Yes, I know that it says work in progress, but how are they to know that changes have been made) Suggested solutions: a) Never release a ship unless a core of CCs (Who are company associates after all) have reviewed it, or b) Come clean and publish a list of last-minute post-review changes in the decription of the ship in the premium shop.

So fast forward to 2021........the ideal "Balanced" ™ Fleet lineup: - 1 Attack Carrier - 1 Support Carrier - 2 Battleships - 1 Battlecruiser - 1 AA Cruiser - 1 Radar Cruiser - 1 Torpedo Boat DD - 1 Gunboat DD - 1 Hybrid DD - 2 Submarines . . . . and a partridge in a pear tree Which will never be achieve in a 12v12 battle because only 7 people and a cat are playing by then.

Remind me again why we don't have carriers at tiers 5, 7 and 9. Wouldn't it help with matchmaking issues like the one mentioned by OP if we did - because a tier 6 would get dragged into a battle with tier 8 ships on fewer occasions.

LittleWhiteMouse sometimes provides an up-to-the-minute review but not this time. The only review that I can find is the pre-nerf version here: https://forum.worldofwarships.com/topic/181906-premium-ship-preview-hms-exeter-080/ The reason that I'm so enervated by this is that a RN cruiser with HE is attractive. (I've made my views on the AP only tech tree RN cruisers clear to the point of annoying everyone) But I need expert info or direct personal experience before taking the plunge. Heck I would even try renting it if it was available!

I think that it is also partly the meta. PvE favours torpedoes, very big guns, and ships with a very high rate of fire. It hurts ships with lower rate of fire, and those that rely on catching the enemy broadside. I don't have Alaska (though have enough free XP in "ready cash") but I am wary of getting it since I struggle with heavy cruisers. (Though in Operations the T6 Pensacola and T8 Baltimore are very good IMHO)

That's ok to have duplicates There are already three "Cause X damage to enemy ship missions" and two "Sink X ship" missions in the chain. If Wargaming can have duplicates then so can I!

Of course if we actually had bot carriers already we would not be having this discussion. But the CV rework has been rush (and IMHO botched so far) - with inevitable knock on effects. Seriously how long is this going to continue? No bot carriers in PvE, over half the Operations missing, and people burning up premium time for the privilege of acting as Beta Testers?

Mission #1 takes its theme from the hunt for the Admiral Graf Spee which involved mainly British and French cruisers and Battleshipss and a German cruiser. Replace Stage 1, Part 1 ("Destroy 30 enemy aircraft.") with "Earn 8,000 Base XP" Restriction: Tier V-VIII British, French, Commonwealth Cruisers and Battleships; German Cruisers) Mission #2 takes its theme from the Battles in the Java sea involving the ABDA fleet and the Imperial Japanese Navy. Replace Stage 4, Part 1 ("Earn 7 Achievements.") with "Damage 150 Modules on enemy ships" Restriction: Tier V-VIII British, US, Commonwealth, Netherlands (*) Cruisers and Destroyers; IJN Cruisers and Destroyers) (*) Yes, I know that there are no ships from the Netherlands in game but there should be! (Rather than endless Russian premiums)
