so i think I found a fix to the problem , atleast in my case... I had the problem that one file of some torpedo texture or something had a too big name ( limit is at 254 characters, BUT! the file parent folder' characters are counted too! so ( as I didn't install wows like usually in the programms folder) I just moved my program files up to the desktop and it worked !
