1. Give her a 27mm bow/stern to tank 15" AP, like Balti and DM. 2. Buff HE. The weapon systems are rubbish with the lowest risk/reward in the game.

Does the Fiji have 89mm or 114mm of belt armour?

Who knows... Leander has 76mm on 25mm plating for 101mm total (or 4" armour) Seems OK? WG have used 89mm on 25mm plating (114) for Fiji, which is incorrect. General CL armour belts. Southampton = 4.5" (Doesn't extend to magazines) Edinburgh = 4.5" (Extends to magazines. Balancedfast was thickened after the rework?) Leander = 4" (Doesn't extend to magazines) Fiji = 3.5" (Extends to magazines) Dido = 3" (Doesn't extend to magazines) *Doesn't extend to magazines = good in WOWS (no citadel hit box to citadel just lovely overpens) -
Tier 5-8 RN CLs have a 180 second spotter plane too, you just won't use them over smoke. Leander has a Fairey Swordfish, Warspite and Perth have a Supermarine Walrus. You can see why they got the times mixed up. Perth got the premium T6 BB spotter (probably after they removed Propulsion Modification 2 from the equipment slot)

120mm HE pens 19mm bow at any angle. 12mm is actually better agasint AP for more overpens (inc RN CL SAP) but they're more vulnerable to 102mm HE secondaries that can only pen 17mm. -

Leander has the same guns as Fiji and Edinburgh, they're sweet. Did you play one on the test server? -
Here's my recommended Perth build. 1. Basic Firing Training (1) 2. Expert Marksman (3) 3. Vigilance (6) 4. Demolition Expert (10) 5. Concealment Expert (15) 6. Torpedo Armament Expertise (17) 7. Basics of Survivabilty (18) 1st row: BoS first if you don't run premium repair. 2nd row: Expert Marksman first. Torpedo Armament Expertise means you can use 2 torpedo reloads in a smoke but I think faster turning guns is more important when brawling/kiting. 3rd row: Superintendent is a trap. You need ~18 minutes to use all 4 premium smokes. 3 is worth ~14 minutes of game time, which is usually more than enough. 3 planes will never run out and 2 Hydro is usually enough. Only take it if your super passive. Vigilance is a bit meh but it's fine. 4th row. Demolition Expert: HE is your primary ammo choice and fire stacking is the best way to do damage. AFT: Increasing the range your 4" guns to over 7km for secondaries or AA is great. Perth has very decent secondary arcs, esp when kiting away in smoke. Survivability Expert: Leander can get up to 4013 HP off SE! Unfortunately Perth only nets 2400 but it's still useful for a small cruiser. 5th row: There's only choice ....or is there? I'd love to try a full secondary build, shame we can't use a RN captain.

Fiji isn't the equivalent of Belfast, Edinburgh is. Fiji is much smaller.
