You just need to farm gifts "backwards" in other words start from the right end of the carousel. Worked foe me, my filter was gifts and tier bracket. Carousel want to end where the ship you played last or currently selected is on the carousel.

Funny how WG manage to f*** up a simple task. If you read the mission parameter when you get the mission the task requirements is actually swapped. Its supposed to be 140 by CV and 70 by other ships
