The account I have access to doesn't gain experience or credits either. Are you facepalming because you assume I should know what your test account came with? I am merely telling you what i did.

I only had a 19 point captain because I pulled it out of the Aurora that came with one and retrained into the Russian tier 10 DD. These ships came with new captains with no skills.
