Having problems with lag today and have done since this morning. Unplayable and its a shame as it was all going so well but this aside, I did fire up another puter and its still the same

I am all up for compensation but as has been said befor, its a little low. I also see people deliberately turning into my path, or coming across line of fire and I get fined. Is there no way to work out lines either sailing or firing and discounting those who cross into them?
