Yes you do. General gameplay changes vs ship targetted changes. The former generally don't warrant compensation, the last time was years ago with kutuzov iirc. The latter just don't happen to premiums up to now. This one sentence could however change this policy.

Well, the issue is the inter class balance that has left cruisers in a worse state after the skill rework. MM can only make matches with available ships.

Honestly, these are useless nerfs. If WG's plan is to reduce combat effectiveness this aint the way to go. And as my credo has always been: ships you can get for free should be balancable I don't see an issue with balancing the ships.
