Over a small sample of games MM has a large influence, but over many games... The Law of Large Numbers is in effect. -
This does not seem to be true. Stats seem to indicate the opposite, they have more impact now than before... at least up to 0.8.0.4

SO Q: Many battleship players complain about the HE spam. Do you plan any changes in gameplay? A: The server statistics shows that battleships take most damage from AP. Moreover, most of the damage to the citadel cannot be repaired. Spamming HE from smoke is less attractive now due to quicker reload of the radar consumables. Reducing the HE damage would lead to a "World of Battleships", which would entail a battleships nerf. If playing the battleships is so uncomfortable, why is this class so popular? A: We would like to make cruisers more popular. This is why they get rudder mod.3 in 0.5.12. Other tweaks will be introduced later. In our concept of ideal class distribution, BBs should have 25-30% of popularity. It works more or less, but on some realms/tiers they exceeded this limit. We don't want global nerfs and will try to avoid them at all costs - this is why we cancelled bow plating reduction. But some smaller, more precise actions will be taken.

Wouldn't this be a nerf to the capabilities of Tier 4 CVs? I am not sure they need individual nerfs.

Yep, someone has to go run and fetch the ammo hoppers before your guns will shoot. This means, using Thunderer as our example, that aircraft can sit in her long-range aura for 4.95 seconds before they take Continuous Damage. Before the boost nerf, it was all too easy for aircraft carriers to rocket through some of the slower firing auras without taking a lick of damage. It didn't matter how many damage boosts you applied, if you hadn't reinforced your sectors to increase your rate of fire, they were in and out before your guns would shoot once. 0.8.0 CVs (excluding Tier 4s)... in comparison to other ship types: highest damage dealers, highest spotting damage, longest survivability, most EXP, most....etc. Negative... don't cap well. 0.8.0 CVs game concept was fundamentally flawed. One ship type that does everything best is fundamentally flawed; and this should be obvious to all. WG has instituted changes, but before the recent patch they have not been effective in altering 0.8.0 CVs game play fundamentally enough to bring them into balance.

0.8.4 Plans for introducing aircraft preparation time at the beginning of each battle, aircraft carrier matchmaking. However this change created a long waiting period for the aircraft carrier player without any actions to perform other than setting the ship's route. Thankfully, US mid tier BB don't have this problem.

They only thing Enterprise does poorly at, (as do all CVs), is with regards to base capture. In general, with silver ships overtime, as more players move into that ship and start to play, it's overall stats start to fall. Premium ships don't always follow that course; and since 0.8.0 Enterprise was released the number of players using this ship, as well as the number of games played have increase dramatically. It seem that damage is returning to RTS levels, while overall effectiveness of this CV is +30% higher.
