NO because the whole porpose of it is to repopulate the low and mid tiers with players that have experience in teamplay...... Do we need safe space warnings or something? Are we talking Missions in Operations or Co-Op Randomgames?. Low Damage Results are mostly attributable to beeing to passive.

Yes Kita obviously is the "broken" T9 especially looking at destroyers. I mean lets ignore the fletcher that has great concealment argueably better torps.. Or think of Benham. Or think of something fairly balanced like Udaloi.... So many oooofs to be had when you think of Jutlands compareable dpm with smoke and hydro... But let us get back to your original argument: Fletcher 1800 HE Max 17100 Torpdmg Udaloi 1900 HE Max, 18800 Torpdmg Mogador 2000 HE Max, 20200 TorpDmg Kita 1200 HE Max, 23766 TorpDmg On First Glace you can see that her torpedos hit like a truck thats balanced by her only beeing able to launch a set every 167 SEC, this torps can come as a surprise cause reload booster. So far so good she can instant launch torps because of the reload booster. But running into that torpedos would mean you sleeping on the job as a CA or BB Jockey. Or have consequently ignored some indicator saying "located" Major downside of here is that she has to lure in a lot of enemys that will run the moment the annoying small caliber spam starts. So is it annoying? Most definitly yes but there are many ships on the tier that have more than adequate armament to figh back and frankly reading the cant have both argument in light just of the other 3 destroyers that boast numbers in the same ball park....

And well yes it was explained to death to you, that there are a lot of factors that even keep the upper population that usually is at rank 5 at this time from playing, including but not limited to several announcements that are not gone down to well with them , we have september Universities and stuff spool up again.
