I have once seen two carriers of the same clan facing each other. They were top tier and agreed on using their fighters only for spotting. It was a massacre.

Gamemodels3D Richelieu seems to have the highest one, reaching just slightly above the waterline. Lower tiers seem completely submerged to me.

It's not about nationality, it's about class. For example, tiers five to eight already have very low or even submerged citadels again. So there we probably have the third forgiving battleship line.

Met @nambr9 last night on Haven. He in his Kamikaze R, me divisioned up with a Fiji in my Belfast. Team started north-west, the three of us pushed eastern flank. I did Belfast stuff, radaring, smoking, shooting. Nambr9 had a pretty hard time I guess, enemy battleships started running and he got radared by another Belfast. He managed to stay alive, scouted and even provided a nice smokescreen. We won (of course ). It was a pleasure mate, +2.
