The rudder shift is ok. A change of the fire chance or HE damage would be better. Alternativly you change the whole firepower with reload or dispersion.

Nur das Du in der Zeit die noch nicht wieder erforschten Schiffe nicht fahren kannst. Meiner Meinung nach hätte man das besser anders regeln können. Vor allem da WG wohl eher darauf abzielt das die Schiffe eher nicht wieder gespielt werden, sondern Spieler Ressourcen ausgeben.
