The coal was not a contract... Do you really think the players who bid 80M would not have bid 82M, knowing they would have won the bid, increasing their bid in the process? Do you think the people who would have gotten overbid then, would not have bid 1M more? And so on... Back when ebay was more popular, there were articles all over the place warning people not to overbid. The one $/€ more syndrome to get the bid, led to many people paying more for used stuff than what they would have paid for new stuff in the shop. When you do not know the bids of other people, your bids cannot escalate, as you get feedback after the auction is over. You bid what the item is worth to you. It was obvious for most people before the auction started that 25M will not be enough... And if the coal was worth 25M to you, it is good that the auction worked the way it did, otherwise you could have bid much more.

So when companies bid on a contract, they are overbidding "en masse"? It is a normal bidding process, used all the time, all over the world.

That is a normal bidding process. It is not suited to get a bargain, but to enocurage people to bid what the item is worth to them.

Depends on how the table counts. I assume 1 means 1 to 49 battles, 50 means 50 to 99 battles and so on...
