No. If HE spammers were favoured (which they are not), one would get such a ship for free. The mother of all HE spammers was Smolensk and was a coal ship. No need for any money. Alternatives are Wooster, DM, Nevsky, Henry, Hindenburg - all free.

Some of them perform quite well and you can get them quite cheap. Rest is optional.
