No idea what you mean with lower Tier. Tier I to IV is the introduction to the game, where you learn to move your ship and shoot. You move on when you got that. From Tier V on you learn how the game works in an increasingly challenging enviroment. The ships are accurate enough, I see no problem there. +2 MM is not really better at Tier VIII, generally the game becomes more challenging with each Tier, not the best place for a beginner.
