That is not how the MM works. A Tier X ship will face at least one Tier X ship. Even if there are Tier VIII in the battle, it is a Tier X battle.

Why would you believe they need to be secondary specced? Have you taken a look at the guns at all? The FR BB become fun from Tier VI on. Lyon is one of the highpoints of the line. 16 shell salvos just murder cruisers.
