I can only assume that when the shell weight is increased and the Krupp factor is decreased accordingly, that the penetration values will not change much. On the other hand it is possible that the ballistic curve would change, if shell weight is a factor in the air drag calculation. This could lead to a flatter trajectory, which would make the ship easier to play.
