Your first mistake is to assume that changing one ship in one direction is the solution. Your second mistake is to only look at the cruisers. To find a solution you have too look at all ship classes at that tier and probably the tiers below it. Doing that you will find multiple performance problems. Therefore changing one ship will not help. Improving Des Moines and Hindenburg slightly might improve the inter-cruiser balance, but will weaken the DDs. You need to also weaken the Zao and maybe slighty the Moskwa to give DD a better chance for survival At the same time you need to urgently rework the Baltimore, New Orleans and the Tier VIII to X DDs.
