That is rank 13, not rank 8, which was added. The rank 13, former rank 12, rewards were changed some time ago WITHOUT giving the reward retroactivly to players, as noted in the patchnotes as it happened.

In the past there was a note in the patch notes if the reward is retroactivly awarded or not. Since I got a bunch of silver with the patch and the reward seems to be 2 million credits, I cannot say if I got it or not.
