Sniping is not rewarded. Shooting from closer range is much more deadly and if you know what you are doing, surviving is not much of a problem there. Experienced BB players rarely get sunk by ship torpedos, even when they get close to the enemy. Enemy AP shells are much more deadly. -
Your profile lists all sinkings. And I doubt over 7000 markings would look any good on my profile.

German DD

German DD have good torps over all Tiers and are very adaptable. US DD have that too, but only from Tier VII on. RU DDs are very visible and have bad torps. They are good DD, but they are gunboats not torpedoboats.

No, they did not. Read the text again. They wrote that you can get SOME of the ships, others are in testing. Otherwise they would have put a date in the calendar, as they did with the last lines.

Since this happens all the time, you must spend a lot of attention to the stats page. Do you not think you could contribute more to the team victory if you paid less attention to stuff outside the match?

Ahem, man soll auf ALLES achten was auf dem Bildschirm passiert. Und trozdem haben wir die vielen Blindfische, die allein auf 10 Gegner losfahren und sich dann wundern das dass Team ihnen nicht hilft. Hätten sie mal 5 Minuten vorher auf die Minimap geschaut (oder den Chat in dem klar die andere Richtung angesagt wurde). Und ja, es passiert oft genug. -

If your shells hit all around your taget most of the time, there is a good chance you are not aiming properly. The aiming help of the game works only when you aim properly.
