The way i see it, this game CV system really need to be re-hauled.
Like, let's be honest. If you can create map that forbid players to enter with CVs, I suspect that will be the only thing you will see around. I can't see any reasons for any non-CV players to rejoy at playing along side, and more so against an opponent CV.
Because you don't/ can't actually compete with the CV for kill ratio if they are on your side (they will just reduce the amount of target you can play against), and it's unlikely for you to able to do anything to them if they are on the opponent side.
