​After introduction of radar, there is no such thing called "skill" for short-range torps since high tier Russian CA players can simply use radar when they see torps and turn IJN DDs into IJN SSs. Indeed, radar already nerfed IJN DDs the most (together with Gearing) since their concealment is reduced the most during the effect of radar. Neverthe less, the HAS also nerfed IJN DDs the most as they rely on torps the most.
