Atago captains. Well, Most of the ones I have met so far. Just torps while behind behind allied ships. Why ? Please learn to torp.

OP is right to a certain degree. Things improve at higher tiers, but around till tier 5 there are some people who just spread it having without no idea of aiming proper. Many times I've seen Destroyers launching at enemy ships from behind ! Why I feel there should not be any excuse is, when I started playing DD's, I immediately watched few youtube videos. The idea of launching behind the predictable path came to naturally. These are not Alchemy. But somehow there is a portion who does not get it.

Yep got my one. RNG was on my side. Went to bed on the closing day thinking "oh well guess I missed that one" because I did not get enough pearls do win by determination. Following day I come home after work and was like ... "Oh my gosh ! ! !" So yeah won by luck. Well thanks WG. Plus sorry to hear about the chaps who missed it.
