Personally I couldn't care less as dealing with two CVs is about as easy as dealing with one regardless of how skilled they are. In fact the most hazardous thing in 2v2 CV matches is usually your teammate. I found that I tend to lose more planes to them than to my opponents. But while I thoroughly disagree with the overall premise of the OP (2v2 CV matches always result in landslide victories? Everyone camps in 2v2 CV matches? Don't make me laugh. If the two CVs stomp your team you deserve it as much as if one CV would do it. And people will camp regardless of CV presence), I do believe 2v2 CV matches shouldn't happen from a pure balancing standpoint especially considering T4/5 have their alt attacks disabled.

If you design a broken mechanic, yes. There is stuff you don't need testing to know that it will simply not work because they are inherently broken in one way or another. Strafing ships with fighters is one of them. Here's the thing: If it doesn't, why bother with direct air combat in the first place? If individual skill has negligible impact, then doesn't that mean the mechanic itself becomes redundant or, even worse, a potential noob trap? I'm well aware of the possibilities, but the very nature of what fighter combat is supposed to do stands against WG's philosophy of lessening the skill gap between good and bad CV players, thus we will most likely see a lot of automation in this aspect.

More proof that bots are more intelligent than the average playerbase. They actually keep attacking active threats instead of potentially throwing the game by farming damage. -
Game design or balancing is not about making up a mechanic then trying to balance it. If you design a mechanic that is inherently broken in some way then no matter how much you tweak it, it will stay that way. Best example for that is the idea of making fighters capable of strafing ships that you came up with previously. It will not work out no matter how much you try to tweak it. That is simply not how game design works. Would it be possible to create direct fighter combat? Sure. Does it conform to WG's goal of lessening the impact of player skill? Definitely not. Thus it becomes irrelevant whether or not it is possible to do it.

That's not how game design nor balance works. If your goal is to lessen the skill gap between CV players, as they've already stated, any kind of direct air-to-air interaction is undesirable.

I highly doubt air to air combat is going to be a factor in the CV rework as it stands currently. Not only would this once again create a huge disparity between good and bad CV players once again, it'd be nigh impossible to control.

True, but I don't believe it is the inherent concept that is the problem. If AA would just degrade at a far slower rate or alternatively be only temporarily disabled that should already fix the problem. Yes, which is why we've been saying for years that AA progression is nonsensical and that it'd be much easier to balance the game around +/- 1 MM. *insert WG-has-truly-tried-everything meme here* Quite frankly I don't see that working out considering the game is fundamentally built upon expecting players to work together as no single class is capable of doing everything on their own (even if they're trying really hard to make that happen with BBs).

Kiev. She's not bad per se. I actually do like her, but I haven't had a single game yet in which I didn't take an insulting amount of damage from BB AP shells. Also Monarch, because that thing is just straight up garbage. -
If you took those two torps near simultaneously I'd guess that the game simply divided damage numbers by section. Thus 6700 is pure bow section damage, while 37221 is combined ship damage from the bow hit and ship + section damage from the second hit.

"WG has truly tried to narrow down the skill gap." Yeah, by making it bigger with almost every change. And for god's sake, you don't need high APM to be good at playing CVs. It is in fact counterproductive to have high APM due to how bad the UI is. Honestly the more I watch CCs comment on the CV rework the more they feel like a joke.

Which is why AA mounts can be destroyed. Now, the current level at which AA mounts can be wiped out is way excessive and the system needs a lot of reworking. That just 2-3 shells from a Conqueror can strip any ship of their entire mid & short range AA suite is beyond ridiculous. However the very idea that AA mounts can be destroyed is what makes CVs capable of striking giant blobs. It's also one of the factors that makes CVs just as team dependent as any other class. It follows the counter-based balancing scheme this game is based upon. Every action has an appropriate reaction and since WoWs is a game with several fundamentally different classes, it means that playing one class simply makes you incapable of doing some of the things others can do. If a CV cannot strike blobs but DDs can disperse them via a torp salvo or others can either focus down high AA ships or diminish AA as a whole, that's not inconsistency. That's teamplay. And it's a wonderful thing. Besides, how else would you balance CVs? By averaging out AA performance across the board, reworking DFAA to be less powerful or completely removing it and giving AA mounts more survivability, perhaps even making them invulnerable to some degree, in return (which is still a great idea I fully support) you're making every surface ship even more dependent on their teammates to defeat air strikes.

If you have your forces already concentrated you need to break a crossfire before it takes effect. That means counterpushing, something the average player is thoroughly incapable of as it would also mean scratching their paint. In general if your CV is losing air control the best thing you can do is make a decisive push. The longer you sit around, the more power you hand over to the enemy CV, giving him more strikes to fly per game, time to set those up perfectly and more map control for his team to play with. It's just too bad that the average player is not only utterly incapable of providing AA cover for each other, they're thoroughly complacent when it comes to pushing as well. Hardly a problem with CVs, the same stuff happens regardless of CV presence. DDs nearby? Gotta camp! HE spamming cruiser behind cover? Camp! Is that a smoke? Better run and camp! The average player will always find an excuse to justify their behavior. CVs are just perfectly made to punish them for it, in fact with that being the case one would think the presence of a CV largely prevents such a shoddy playstyle, but that'd also require the average player to be more intelligent than a pile of dirt. I'm thoroughly agreeing with what dasCKD wrote her and have been preaching it for quite some time, but what you're describing is mostly a failure on a human level and has little to do with CVs.

You need between 2 to 4 minutes in a high tier IJN CV to fly back, land, service, launch and get them into a position to attack again depending on how close to the front line you are and how big the map is (assuming you're not sitting at the border like an idiot). Doesn't take into account whether you'll have to fly a detour, get denied by enemy AA or play shenanigans with enemy fighters either. Though if you're sitting right next to your enemy (which can happen if you're hiding behind an island) you only need around a minute to get a strike back up again. I once made a spreadsheet to see how much the Evasive Maneuvers skill affects your strikes per game even if you micro (as it slows down your planes when landing). If I remember correctly I averaged around 5-6 full strikes in a longer match (which I defined as anything above 15 minutes) with a T8+ IJN CV. Sadly don't have the original file anymore as I forgot to back it up when I got a new HDD. And for those that are interested, Evasive Maneuvers cut that down by 1. Ofc the longer the game goes on and the more optimal your positioning, the more painful that skill becomes. -

Meh, I can count the amount of radar ships in my past few matches on one hand. Maybe you're just lucky. :D

In my experience there usually aren't enough radar ships to cover every cap in a match and the few that are there will rarely commit to an early push to flush you out as that makes them prime targets for BBs.
