I don't think that sigma gives you the vertical dispersion. For me, the sigma is a factor to determinate the shape of the probability distribution plot. The higher the value, the probability distribution plot is sharper so more shells will drop near the center.

They still are battleship guns, and missing half of the shells is very normal. I said that geting 4-5 hits per salvo with Dunkerque is very common. If your aiming is good, you can delete most cruiser with that. Dunkerque is very vulnerable to HE though

I would say that Dunkerque is not for aggressive playstyle. Bow on Dunkerque still is a hard nut to crack though.

Dunkerque sigma is 1.8. With the -7% dispersion module, Dunkerque max dispersion is 226 m at 18,2 km range which is about same level as Warspite (202 m at 16.3 km). Warspite accuracy is better because its sigma value is 2. With the -7% dispersion module, Bayern has worse accuracy than Dunkerque (222 m at 17,7 km). Bayern sigma value is 1.8 For comparaison : Arizona has max dispersion of 246 m m at 18,6 km with sigma = 1.8, worse than Dunkerque (No dispersion module for US BBs) New Mexico has max dispersion of 233 m at 17,3 with sigma = 1.5, worse than Dunkerque (No dispersion module for US BBs) With the -7% dispersion module, Fuso has max dispersion of 210 m at 19,8 km with sigma = 1.5, max dispersion is better but sigma value is much worse. So worse than Dunkerque. As you can see, Dunkerque accuracy is better than most of tier 6 BB (except Warspite).

If you cannot play to its strength as a bow-on battleship, than it is not the ship for you. Treat it like a tier 6 Moskva...
