As I understand it from wookie_legend, there is another option: when the event starts and if you have enough dubloons you can write WG, tell them you want the Missouri and they will deduct you the dubs and give you the ship. Dunno if a staff member can confirm this, but this way you can bypass the grind missions.

With all due respect; it doesnt specifically say: Dockyard With the release of update 0.10.7 the new Tier VIII Dutch cruiser De Zeven Provinciёn will be available to construct at the Dockyard. Key features of the new Dockyard: The construction of De Zeven Provinciёn consists of 24 phases, which can be completed by finishing Dockyard combat missions or spending 1,500 Doubloons per phase. In total, you can complete 21 out of 24 shipbuilding phases by completing Dockyard combat missions. To complete the construction, you need to purchase 3 phases of construction. If you complete the construction of De Zeven Provinciёn by spending doubloons, make sure to keep progressing through the Dockyard combat missions anyway—completing each phase will bring you 250 Steel. The rest of the rules remain the same as in the previous Dockyard. I ASSUME you have to complete them sequentially, but many also assumed that you WOULD get perma camos in the summber boxes, in stead of having a chance to get one. But I guess I will see tomorrow.
