    Could it simply be Carracciolo preliminary design 3? Design 4 being the final design. The number of main and secondary guns appears to be correct.

    40lbs = 1 inch steel therefore 40lbs = 25mm armour 20lbs = 12.5mm, 80lbs = 50mm etc.
