You can't really get stuck at tier IV. You can advance to tier 5 in literally handfull of games.

Yep, makes perfect sense. They only capped the max damage per penetration instance. The hit mechanics themselves remained the same. By a single shell hit you can still get: penetration (capped at 10% dmg) over-penetration (deals 10% dmg) double over-penetration (deals 20% dmg) full penetration and an over-penetration (capped at 20% dmg) The world is your oyster when you hit a BB shell on a turning destroyer.

So if i get the Birbitz I would be dumb to use it over my Tarnanstrich regular Tirpitz? Thank you WG, very cool.

And what does the basic black camo provide? Is it the standard +50% xp and -10% service cost?
