I understand the mechanics, yet around the 8 and 9 tiers i sail the Bismarck, Chapayev, Izumo, Mogami, and the Ibuki. And the only one that struggles to get cash is the Ibuki, even in games played twice aswell as the before mentioned ships damage wise etc. so again, the balance is off. Ibuki is shafted.

And yet the costs are off in comparison to others, the only way you make decent money in a game with the ibuki is when you get an 150k + one. it's fucked period.
