Uhm... my temperatures are pretty much the same with different ports, slightly above 60 degrees, with the hot spot around 74 degrees. What changes with no water (designer's table) is the GPU usage drops below 60%.

The biggest handicap, IMO, is that tier 7 has no access to a concealment module, in this sense, tier 6 is similarly handicapped when facing ships of tier 8.

Well.. there was a time when some people favoured tier 9 strongly, because apparently there were so many tier X's in the queue that you had a good chance to be top tier (or even tier) with a tier 9.

In other words, yes it's changed.
