As long as the GNB event is active theres is going to be alot more (you said) "BBs AFK for the whole game, VII CAs just circling in spawn doing nothing, yolo DDs, and carriers operating in front of everyone else". So if you have no interest in the event, you could wait until its over (8 of June) before investing more time.

So far they haven't repeated the same ship as a reward.

I think there was something about the missions returning in june for some new ships, like the ARP Haguro that is currently the asia server if i'm not mistaken.
