How fast German and royal navy ships acquired range also has a lot to do with doctrine. German practise, at least during ww1, was to fire three salves without waiting to observe fall of shot at estimated, shorter and longer range. After that adjustment were made according to which salvo came closest.
British precise was to fire, observe, adjust and repeat until range was found. Obviously, the German method was much quicker. For a more thorough account, see for example Castles of Steel by Robert K Massie.
Point is, training, practice and how you fight is at least as important as equipment.
