What exactly do you mean by those percentages? I see that from theese DMG numbers, increase from Sector without Skills is ~46% ((1840/1260 - 1)*100), which should be expected, as Sector needs to build up to nominal +50%. It seems like Sector has been reinforced some seconds befor planes entered auras and most of the time until drop it was almost +50%.
The same could be calculated for Sector with Skills, where it makes ~67% reinforcement. That number is most likely lower than nominal number (updated with Skills) for the exact same reason as before. Therefore, accounting for error in measurement, (different times between starting reinforcing and planes entering auras) I would argue, the Skill improves Sector reinforcement from 50% to 75% (as 67/46 ~ 1.5 = 75/50).
