No, first you have to buy the 5 shipbuilding start for 5500 doublons ( minimum ) if you want to get to all the stages if you buy more phase than the 5 required to get the marlborough, the token that you get from combat mission give you 250 steel instead of 1 phase So if you buy all the 32 phase right now with doubloons ( both starter and finish with 1500 doubloons 1 phase) , all the phase token would turn in 250 steel each so the maximum steel you can have is 2000 (phase 32 ) + 6750 ( 27 token ) = 8750 steel for maybe ~130€ ( ~150$ if i'm not wrong)
