I'll only give some comments on the build. The rest may/may not come with experience. It's apparent from your threads that you're still very green, but no amount of explaining helps you. You'll just have to learn on your own. - Put main gun accuracy instead of turret traverse. - Swap rudder mod for dmg control, you don't need the extra rudder shift, it's already good and it's wiser for Kremlin to buff survivability. - Put reload in the last slot. The penalty to turret traverse is not important, Kremlin has exceptional traverse and it doesn't matter. - Don't build seconaries on Kremlin, it's useless. The mounts have very low HP, there aren't many of them, and they are wholly unremarkable. - Get the skill which gives you extra heals/dmg con ASAP. It would have been better for you to get it before getting conceal, but it's done now.

You can also learn from people you don't like. You can hate their guts, but what they say might be correct. Relinquish pride and emotion and exercise judgment. Just forget the game at this point. This is life advice.

Kremlin is a high survivability ship that shines brightest when it's part of the immediate action, either on defence or in a push. In either case, timing, positioning and situational awareness are vital to do well in her. If you want an effective long range ship there are much better options. You may get a nice salvo every other moon but its consistency and therefore effectiveness and contribution at that range drops considerably. It's literally the worst place for a Kremlin and it's the worst long range fighter in terms of BBs.

I liked Weser, and you can do so much more with it. For Bearn fighters are her big gimmick but in rework they're a dull, one-dimensional, half-assed mechanic. The gimmick aside, imo it's anaemic relative to the other CVs in tier.

Bearn is not the worst CV I've ever played. It's the worst ship I've ever played.

It's a cornerstone skill especially in comp, but not always wanted or needed nowadays depending on your build eg. maximum reload Repu. Though such builds are usually niche and not beginner friendly.

Leaving out the fact that Bearn fighters are not for spotting at all, the main issues are with the dmg dealing planes. AP bombers drop almost like level-bombers in a way, in this case half the payload goes first then the other half after a delay and have very inconsistent accuracy. Not to mention, most ships are pretty much immune to them as they just won't arm. Skip bombers would actually be good-great if it weren't for the 5 sec strike prep time which is a clunky drag and not comfortable to use. You can put the hurt on DDs though. So it's what you would expect. A relatively anaemic damage dealer with some memey fighters. To make the ship actually ''good'' you need a fighter rework.

Whether or not -1/+1 is better than -2/+2 is entirely subjective. The former is not ''obviously'' better. I don't have a problem with -2/+2, in fact I enjoy it. Playing as bottom tier presents its own challenge and coming out on top at the end feels even more rewarding.
