https://en.wikipedia.org/wiki/HNLMS_De_Zeven_Provinciën_(1909) You could add that as the tier 3 to go along with the tier 4-6 premium designs and have a semi-line of Dutch battleships which would return to the cruiser line at tier 7, it would make some sort of sense since the tier 9 and 10 are battlecruiser designs. I can't find anything relating to tier 7/8 worthy designs which could make the transition from battleship to battlecruiser more seemless unless you want to incorporate the Dutch tree into a joint European tech tree and add some Spanish designs.
