Pretty sure that's all intentional and kinda makes sense. It's a reward given to you for getting blown up. Which, I admit, at first sound silly. However, tied to the reward is a pack of 10 signal flags that reduce your chance of getting blown up by 100% if I'm right. So it's a bit like a cheer up gift. =p

Did you get one of these in Murmansk already? It looks like that part is showing you how many you already got and most of them in which ship. Which, if you got just 1 in Murmansk would make sense.
