take 22's advice, don't rush up the tiers, buying a T9 wont make you a better player, in fact you'll probably do worse (if that's possible)

and something called work, they always seemed to cancel the weekend ones, quite a few layabouts from my clan managed to do the required battles during the week, i managed one battle...

i should imagine that they will refund perma camo's if you decide you wont play the new cv's, but what about the camo's from missions/halloween - they are perma camo's too...

i doubt very much you will get elite commander xp, it will probably be a free re-spec and re-assignement.
