it's simply a case of

leave him be, if he wants to run a secondary build on his baguettes as opposed to survivabiliy then fine, it just means he's more likely to rush in trying to get secondary range and die sooner :P

regular tier 10's cost 20 million, so why do we need a "an 20mil credits ship..some super special like stalingrad" and 20 million is nothing compared to what some guys have credit wise...

if you continue to play the Zao, the xp earned on that ship will stay on it doing nothing waiting for you to convert it to free with using dubloons... (commander xp is different, as that_other_nid said, that goes to elite commander xp and can be used for other commanders)
