Do we really have to scrape the barrel with the Royal Navy by throwing up a slap dash CL, you have a wide selection of plausible ways to continue the Edinburgh play style. HMS Swiftsure with slightly better reload and replace either smoke or Radar for a heal for example instead of a quad abomination that carries radar and smoke. I get that dev requires player to splash out but a little though goes a long way.

Belfast could be easily left at tier 7. All they have to do is what they did for the tier 8-10 CLs, give the option of either smoke or radar is the same slot and add a heal to replace the now vacant slot, not a major change and it maintains the core flavour of the Royal Navy CL line because its not like powercreep exists (Rolls eyes).
