Yes, and because of this is mostly useful on US BBs only. Because their DCP lasts for 20 secs, so it adds another 8 secs, in total 28 secs you can not be set on fire (or flood). Managing correctly these 28 secs can be useful for US BBs.

I have all the coal ships, except 3: Yoshino, Georgia or Charleston (T3, so out of discussion).
